Permissions checklist by initiative type โ€” India focus

The single biggest reason river initiatives stall before they launch is unclear regulatory pathway. This is a practical, per-initiative-type checklist of the permits, no-objections, and clearances you should consider โ€” who issues them and where to apply. India-centric because that's where most of our pilot users operate, but the structural logic (local body + state regulator + central clearance) generalises.

This is not legal advice. Requirements vary by state, by river classification, and by project scale. Use this as a starting checklist for a conversation with your local SPCB office or municipal liaison โ€” and check with an environmental lawyer for anything beyond community-scale work.

๐Ÿงน Cleanup

Volunteer-led plastic and debris pickups along banks, ghats, and floodplains. Permission scope depends on land ownership, water-body classification, and whether you're also installing temporary infrastructure (booms, nets).

What you need
Authority
Where to apply / notes
Permission to access the bank / ghat
Local Municipal Corporation / Panchayat
Municipal Commissioner's office or online citizen portal
Required for organised groups even at "public" ghats.
No-objection for crowd gathering (>50)
District Magistrate / Police Commissioner
District police station; some states have an online portal
Indian Penal Code Section 144 considerations apply.
Solid-waste collection + disposal
Urban Local Body Solid Waste Management dept.
Municipal SWM cell โ€” pre-arrange truck pickup of collected waste
Critical โ€” uncollected pickup piles often re-enter the river.
Temporary floating barriers / booms
State Pollution Control Board (SPCB) + Water Resources Dept.
SPCB regional office
Treated as a temporary obstruction; needs hydraulic clearance.
Activity in tidal / coastal reach
Coastal Regulation Zone (CRZ) authority + Coast Guard if estuarine
State CZMA secretariat
CRZ rules apply within 500 m of HTL; mandatory for coastal river mouths.

๐ŸŒฑ Restoration

Tree planting, wetland creation, native species reintroduction, or bank stabilisation. Often the most permission-heavy category because it involves land use change.

What you need
Authority
Where to apply / notes
Riparian planting on government land
State Forest Department / Soil Conservation Dept.
Divisional Forest Officer (DFO)
Species list usually pre-approved by the state biodiversity board.
Wetland creation / restoration
State Wetland Authority (under MoEFCC Wetlands Rules 2017)
State Environment Dept.; central concurrence for >2.25 ha
Notified wetlands have stricter controls; check the Ramsar list.
Bank-stabilisation engineering works
State Water Resources / Irrigation Dept. + SPCB
Executive Engineer (river division)
Bioengineering options often need no separate EC; hard structures do.
Biodiversity reintroduction
State Biodiversity Board + Chief Wildlife Warden (for Schedule species)
State Biodiversity Board secretariat
Required for fish, dolphins, otters, gharials, etc.
Environmental Clearance (EC)
SEIAA (state) or MoEFCC (central) โ€” EIA Notification 2006
PARIVESH portal (parivesh.nic.in)
Triggered above project-size thresholds; most NGO restoration is exempt.

๐Ÿ”ฌ Monitoring

Water-quality sampling, citizen-science sensor deployment, biological surveys, satellite-data work.

What you need
Authority
Where to apply / notes
Sampling-station registration
Central Pollution Control Board (CPCB)
cpcb.nic.in โ€” Water Quality Monitoring Programme
Voluntary but data is then admissible in official reporting.
Effluent sampling at industrial outfalls
State Pollution Control Board (SPCB)
SPCB regional office; joint inspection request
Citizens can request joint sampling under the Water Act, 1974.
Aquatic biodiversity survey (fish/dolphin)
State Chief Wildlife Warden + Biodiversity Board
Wildlife wing of State Forest Dept.
Required for Schedule I/II species and any handling.
Drone-based aerial monitoring
DGCA (DigitalSky portal)
digitalsky.dgca.gov.in
Most rivers fall in yellow/red zones; nano drones below 250 g exempt.
Satellite imagery for publication
NRSA / ISRO for Indian datasets; ESA for Sentinel
Bhuvan portal (bhuvan.nrsc.gov.in); scihub.copernicus.eu
Sentinel-2 is free and open; ISRO products often require an MoU.

๐Ÿ“ฃ Advocacy

Public campaigns, PILs, RTI-based investigations, complaint filing.

What you need
Authority
Where to apply / notes
Public meeting / rally permission
Local Police / District Magistrate
Police station with 7+ days notice
Section 144 zones may need prior court clearance.
Filing a citizen complaint vs polluter
State Pollution Control Board (SPCB) under Water Act 1974
SPCB online complaint portal
No fee; SPCB must act on credible complaints with sampling.
National Green Tribunal (NGT) petition
National Green Tribunal
NGT Eastern/Western/Southern/Central/Principal Bench
Higher threshold; useful for systemic pollution issues.
RTI on government action / inaction
Public Information Officer of relevant dept.
rtionline.gov.in for central; state RTI portals
โ‚น10 fee; 30-day response window.

๐Ÿ“š Education

School and community awareness programmes, exhibitions, training workshops.

What you need
Authority
Where to apply / notes
School-programme permission
State Education Dept. / SCERT
Block Education Officer or DEO
NCERT-aligned eco-clubs already have a national framework.
Public exhibition on government land
Local Municipal Corporation
Municipal estate office
Standard event-permission process; small fee.
Training certification
Skill India / NSDC if you want certified outputs
nsdcindia.org
Optional but adds employability value for volunteer programmes.

๐Ÿงช Research

Academic or institutional research projects, often requiring formal ethics and permit pathways.

What you need
Authority
Where to apply / notes
Institutional Ethics Committee approval
Affiliated university IEC
University research office
Required for community-engaged research with human subjects.
Sample collection in protected areas
Chief Wildlife Warden
State Forest Dept.
Permit application requires research protocol + IEC clearance.
Foreign collaborator clearance
Ministry of Earth Sciences / MoEFCC
Vide collaborator type โ€” central govt portals
CSIR-NIO clearance required for marine research with foreign partners.
Publication of geo-spatial data
Survey of India
surveyofindia.gov.in
Recent (2021) liberalisation โ€” most rivers are unrestricted.
Coming in the Grants & Permission Management module

We're building a workflow that lets initiatives submit grant applications and permission requests directly from their initiative page, with status tracking and authority-routing. Until then, use this checklist as your worklist.
